Job Title: Programme Manager – Education System Implementation

Location: Gloucester (Hybrid)

Duration: Initially 6 Months

About the Role

We are seeking an experienced Programme Manager to lead the delivery of a new education system within our local authority. This is a critical role, overseeing the successful implementation of a large-scale system transformation programme across our education services.

You will be responsible for shaping, planning and delivering the end-to-end programme, from initial scoping through to implementation and benefits realisation. The role requires a strategic thinker with a hands-on approach to managing complex workstreams, multiple stakeholders and third-party partners.

Key Responsibilities

Lead the delivery of a new education system across the local authority.

Define programme scope, objectives, and deliverables, aligning with strategic priorities.

Develop and manage programme plans, including timelines, budgets, risks and dependencies.

Coordinate and oversee multiple workstreams, ensuring alignment and progress.

Engage and manage internal resources, external suppliers, and delivery partners.

Provide clear governance and reporting to senior leadership and stakeholders.

Ensure compliance with public sector regulations, data governance and safeguarding policies.

Drive change management and stakeholder engagement to support successful adoption.

Monitor programme benefits and ensure long-term sustainability of the solution.

About You

Proven experience delivering large-scale system implementations, ideally within education or children’s services.

Strong programme and project management skills with experience setting up new programmes from scratch.

Ability to manage multiple workstreams and resources in complex environments.

Experienced in working within or with local authorities or public sector organisations.

Excellent communication, leadership and stakeholder management skills.

Familiarity with education systems, data management and integration requirements is desirable.

Desirable

Background in children’s services, education, or similar public sector domains.

Experience managing technology vendors and ensuring delivery to contractual obligations.

Relevant programme or project management qualifications (e.g. MSP, PRINCE2, Agile, APM)
